Navarro (2002):

Making  a better for plan for recycling programs is not the only basis for development, but making them effective is fundamental as well. In order to do this, changing student behavior and attitudes is necessary for improving recycling issues.

Five components are crucial to make this happen:

1. Leadership and Support
(e.g. Student can apply to become a Planet Blue Leader to make an impact in and out of the classroom setting)

2. Efficiency
(e.g. Researching that a program that would benefit the University financially over time and surveying its effectiveness)
3. Education and Engagement
(e.g. Promotional, recruitment, raising awareness; informing students that aluminum is recyclable; have students become active in local clean ups, such as the beach)

4. Integration to Larger Community
(e.g. More resources/opportunities to make more connections and become influenced; programs should not be confined to only dormitories since a successful program involves a larger community)

5. Student Participation
(e.g. Continuing in the participation of the four components above)
